[ITA-607] Script required to change shutdown settings and power options

Shutdown settings:
Turn on fast start-up to OFF
Sleep to OFF
Hibernate to OFF
For the Power Plan, it would be good if the High-Performance plan could be set as default with  'Put the computer to sleep' as NEVER
