Improved file rating synchronization between the agent and the cloud, reducing unnecessary EDR event generation from files that already have known safe verdicts.

Bug-Fix

Fixed an issue where certain applications, including cmd.exe and msiexec.exe, could crash on Windows Server 2016 when both XCS and EDR agents were installed.
